Company and school lunchrooms are not central to the mission of the organization, and wages of those workers are generally far below other that of other organization employees. It makes sense to pay enough to retain workers, so you can ignore this department and focus on things that matter.

In retail food service, you're talking about the central mission of the organization. It's a highly competitive industry, and retaining drone workers for decades is an absurd objective when the average restaurant comes and goes in less than five years. They hire drones hoping that they'll stick around for at least six months, and pay them accordingly.
