Undemocratic?

This seems completely undemocratic to me. I mentioned elsewhere a decision about an incinerator being decided on by such a partnership. Why should people untried by elections, such as the editor of the local paper and the local ecumenical officer, otherwise worthy they might be, get to be on the board of such a body?
