Should District of Columbia executions for non-federal crimes be included in this list?

I see that there are four executions listed under the heading of "Earlier non-military executions" of inmates in Washington, DC. These are Fred Pritchett, William Tyler Jr in 1952, Alfred Allen in 1953 and Robert Carter in 1957. Should they be considered federal executions? I researched each of their names and cases to determine that they were sentenced to death by federal judges for their crimes and that the President had final clemency authority on their cases. However, they did not commit "federal" crimes, such as murder on federal property, treason, kidnapping. Rather, the District of Columbia in that era did not have autonomy to have their own court system. This power presumably came into effect in 1973 with the passage of the Home Rule Act

As such, should these District of Columbia executions be considered "federal" and listed here? They aren't listed by the U.S. Bureau of Prisons on their website content regarding past federal executions.

Update: November 27, 2021

I developed and posted a new Wikipedia page, List of People Executed by the District of Columbia, today. I moved the four 1950's executions which were listed on the federal executions page involving defendants whose "street" crimes occurred in Washington, DC to it (Fred Pritchett, William Tyler Jr in 1952, Alfred Allen in 1953 and Robert Carter in 1957). I am making the distinction between those cases and ones that involved a "federal" offense, such as kidnapping, espionage, murder of a federal agent that were exclusively tried in federal court over state court. — Preceding unsigned comment added by Random31908 (talk • contribs) 02:20, 28 November 2021 (UTC)
