Support per nom; "military leadership" is not a proper noun here. Only query I'd have is whether "communist" need be capitalised either; most uses outside of proper names (e.g. Special:PrefixIndex/List of communist parties) put it in lowercase. Among printed sources, "Communist insurgency in the Philippines" vs. "communist insurgency in the Philippines" are roughly neck-and-neck in Google Ngrams [1]. 210.6.254.106 (talk) 12:42, 14 October 2015 (UTC)Reply
