List vs. Dab? edit

During the FAC discussions for the 777 (Wikipedia:Featured article candidates/Boeing 777), it was brought up that this is currently a dab page, and by its nature really should be a List page. What articles to link here, and their titles edit

I think it would be best to use Authority_name (Country) (these are placeholders, of course) as the primary article names in all cases where the official name is only Authority_name (because it is unique in the respective country). An example is Directorate General of Civil Aviation (Indonesia). This is not required by Wikipedia:Article titles, but recommended, and also quite useful in this context, as to avoid confusion about the true name of the organisation. Oh, and sometimes, links to the supervising ministry are used instead in the current list, even though there is a more specific/dedicated authority. It is proposed that List of civil aviation authorities be merged into National aviation authority for the purposes of avoiding redundancies and simplifying access to information by integrating them into a single article.
