Image copyright problem with Image:Libertarian Party.svg edit

The image Image:Libertarian Party.svg is used in this article under a claim of fair use, but it does not have an adequate explanation for why it meets the requirements for such images when used here. In particular, for each page the image is used on, it must have an explanation linking to that page which explains why it needs to be used on that page. Please check

User:LPLSecretary reinserted the Libertarian Party logo with the edit summary, “State affiliate parties have authorization to use national party logo per party bylaws.” But although the article is about the state party, it is not by the state party. So the applicable rules of image use are Wikipedia’s—not those of the national party. Wikipedia’s non-free content policy strongly discourages non-free content (content that is not licensed for reuse by anyone for anything). The reason for this policy is that Wikipedia has a goal of producing reusable content. Sorry.
