I am the Grandson of W.C. Jennings, who was the "Jennings" in Jennings and Samuels that built this building.

My grandfather did not move to Marianna until 1908, he was born in 1883. I do not suspect that the courthouse was built in 1890. I believe it was completed in 1936 : this may be also noted on the Flickr photosharing website: http://www.flickr.com/photos/auvet/3921026523/

I plan to review the NHRP website and see if more info is available.
