Stats and neutral tone edit

The article reads like breathy publicity for the organization, likely because most of the sourcing comes directly from LEAP itself. This entry needs more a more objective tone with verification from independent sources not affiliated with LEAP. The unverified membership figure, for example, comes directly from LEAP itself and does not specify how many of those members are active or retired law enforcement.
