I think it's easier to have this redirect go to the governor of Arkansas and former Senator. Although Jeff Davis is an occasional slang for Jefferson Davis, Jeff Davis is what the former governor of Arkansas is named in the Congressional biographical dictionary, creating some confusion. In any case, the article at its current location is correctly titled per WP:AT, and it is not creating a problem. Moving it would create more problems and fix nothing.
