intervertebral foramen: a U shaped opening, rather than a circular hole? (mostly)

Is the intervertebral foramen an upside-down U shaped opening in the base of (what part of?) each vertebra? (By what part of I mean I know it's not a part of the part of the vertebra that's stacked on disks & each other, but rather the dorsal parts extending back from the stacked parts to which tendons or muscles are attached; what are those parts called?) So is the foramen U shaped, not a circular hole, between the stacked parts and the attachment parts? (Except perhaps at the sacrum, where apparently the U of one vertebra joins with the U of the next lower to form an actual hole, because of the fusing together of the vertebra.)
