Merger proposal edit

At the moment, Intelligent banknote neutralisation system is a very vague page that only refers to Dye packs as a method of banknote neutralization. Considering that no other methods are directly brought up in the IBNS article, it should have the content of "Dye packs" merged into it, along with an expansion to cover other IBNS methods.
