The section on "Government data access", which focuses on the 2015 San Bernardino attacks is not really relevant to the IPSW file format, and should be removed in my opinion. It is not explicitly relevant, rather the author assumed that the FBI's requests would be fulfilled using an IPSW file. Additionally, much more information has surfaced that isn't present in this article's section (such as the rumored unlocking of the phone in question). There is a full article at FBI–Apple encryption dispute which goes into the detail required for this complex a topic.
