It was actually held in Cheltenham, Leamington Spa and Birmingham, as given by Sunnucks (2nd ed., pg 490) - one of those events that wanders around a bit! - not as far as London though. Before that, the 1946 Groningen tournament was effectively a Staunton Memorial also (see Hundert Jahr Schachturniere 1851-1950, Feenstra-Kuiper, p177)- I keep meaning to add these to the article - one day!
