No, it takes the trouble to point out that they are not, starting with the long list of their positive qualities and achievements. It goes on to say they have been dominated by bad ideas for a while, which is arguable.

I think some notice should be taken of the fact that this is one of the most influential films of the last century. It reflected and shaped the thinking behind the post-war settlement. Germany got a much harsher peace than Versailles after the second war, and it seems to have created a (so far) lasting peace in Europe. And have you noticed that the old German institutions have been replaced, as recommended here, and that the very name of Prussia has been blotted from the map?
