Please note that H.R. 1 stands for "House of Representatives 1", not "House Resolution 1" where this article formerly appeared. There is such a thing as a House Resolution, but it would be abbreviated as H. Res., not H.R. See https://www.house.gov/the-house-explained/the-legislative-process/bills-resolutions for confirmation.
