Corrections and rephrasing edit

Second point in "Jurisdictions..." - California section: Assembly Bill 2388 ("not 2358") will add a further $25 to the registration cost according to the weight of the vehicle.

Original Assembly Bill document [1] does not mention a Bill "2358" - probably better to remove this part of the text.

Second and third points in the California section are very closely paraphrased from the TheNewspaper.com article. Would be wise to rephrase these points.
