As there are a variety of organizations which use the abreviation 'GCSU', the redirect link should always link to this page. Otherwise by linking to the American institution, the wiki reflects a American-centric bias.

That's not correct. Sometimes the American topic is the primary topic. Sometimes a non-American topic is the primary topic. By claiming that American topics can't be primary, you're reflecting a non-American-centric bias. Primary topic is determined by usage on Wikipedia.
