Acting Governor or the 12th Governor edit

The articles List of Governors of Nebraska & List of Lieutenant Governors of Nebraska appear to contradict each other (particluarly the former). He's listed as Lieutenant Governor-Acting Governor (1901-03) yet also the 12th Governor (1901-03). Which is it?
