Article Title edit
This article's current title is logically faulty because "emergencies" are events and "conflict areas" are places. Wikipedia article titles also need to be easily searchable and categorizeable; see WP:PRECISE. Since the article deals with human rights as viewed by the UN, that organization's precise terminology (if any) should be used for the title here.
