There's an undated article from Textile Insight which mentions the EPA wanting to reduce PFOA by 95% in 2010. Anyone have any idea how that progress has gone - any PFOA-free DWRs? So I found out the answer to my question in the article Gore-tex: high time for alternatives. The answer is that there are limited alternatives currently available; for example, Nikwax is mentioned. The article provides a sophisticated discussion of the issue and is admirably referenced. Although I found the article on Google Scholar, it is not technically published.
