FCC Blackout, anyone know what this means? edit

In my area, Springfield VA, the Discovery Health Channel, channel 74 through Cox Communications, has been blacked-out. The screen is black with the following message: "BLACKOUT FCC RULES MANDATE THAT THIS PROGRAM BE BLACKED-OUT IN YOUR AREA".
