It is my understanding the the Delaware River Joint Toll Bridge Commission was established under the name "Joint Commission to Eliminate Toll Bridges Over The Delaware River" Its purpose was not to build new toll bridges but to buy existing ones and collect tolls only until the debt was retired. Further, the Commission was permitted to build new toll bridges but prohibited from replacing free bridges with toll facilities.
