This article reads like a fragment from some unnamed source, a portion of which was copied somewhere in the middle of the narrative and just inserted as the article, without regard to any appropriate introductory material. Never defines "flowable fill," never does anything but state that "some state DOTs use it." Very poor. B. Polhemus (talk) 19:11, 12 October 2011 (UTC)
