Yesterday (10:11 and 10:15 on 17 January) I made changes to the Internet section of the article including the addition of a new sub-section on "Internet censorship and surveillance". At 10:45 User:Middayexpress removed the new sub-section with an edit summary that said "covered on Media of Somalia". At 14:26 I restored the new sub-section with an edit summary that said "restore "Internet censorship and surveillance" sub-section as there is very little on the Internet in the Media of Somalia article and nothing on Internet censorship". At 14:50 User:Middayexpress removed the new sub-section for the second time with an edit summary that said "most media in Somalia is online, as covered on Media of Somalia page; mvd Al-Shabaab ban to relevant page, rmv ephemera/material covered on said page & journalist timeline". And in response to a question from me on his talk page said that "The other pages alluded to were Al-Shabaab (militant group), List of journalists killed during the Somali civil war and 2014 timeline of the War in Somalia, which collectively cover Al-Shabaab's various edicts and activities."

I still feel that the Media of Somalia article does not cover the same issues as the new sub-section does. The terms "censorship" and "surveillance" do not appear anywhere in the Media of Somalia article. The term "Internet" appears twice, both in the lead and neither in connection with censorship, surveillance, freedom of speech, or freedom of expression. The term "online" appears twice, once is the context of advertising and the other a list of online news outlets. There are sections on "Press freedom" and "Regulation" in the Media article. The "Press freedom" section talks about "media", "media outlets", "media law", and "journalists", but the examples given are all in the context of traditional media (radio, print, television, the press, broadcast journalists). There is some overlap between the new sub-section and the "Regulation" section in the Media article, but I don't see any harm caused by a small amount of duplication. And finally, while the Internet includes parts of the media and the media uses the Internet, the two are not identical. While there is overlap between the concepts of "Internet censorship and surveillance" and "Press freedom", there are also large areas where the concepts do not overlap.

I want to add a sub-section that answers the questions:

Is the Internet in Somalia censored (filtered, blocked, restricted)?
- If so, by whom?
- If so, what is censored, filtered, blocked, or restricted?
What are the relevant legal provisions that allow or prohibit Internet censorship and surveillance?

And I want someone who is looking for this information to be able to easily find it, ideally all in one place.

For all of the above reasons I plan to restore the new sub-section unless convincing arguments are made or there is strong push back from other editors here in the next few days that this should not be done.

Regarding the material in question, it's indeed already covered on those linked pages above. In fact, there's an entire section on the Al-Shabaab page devoted to the group's media use. Regarding the three points above on internet censorship, as detailed in the regulation section of the Media of Somalia page, there is government legislation that regulates the media industry. With regard to filtering/blocking mechanisms, according to the Centre for Law and Democracy, the nation didn't have systemic internet blocking or filtering as of December 2012; I've added a note to that effect.
