I have moved content from another article to here for discussion and addition to this article as appropriate:
"To encourage young adults (18 to 20 years old) to drink more responsibly, Choose Responsibility proposes the idea of "provisional licensing" (a carrot, i.e. reward, to go along with a stick, i.e. punishments) for those 18 to 20 -- including mandatory education with "sessions of community involvement...DWI court hearings, safe ride taxi programs..." for 40 hours (as opposed to the current system, where 18 to 20 year-old drinkers, as the group notes, often receive education about the dangers of alcohol only if they are arrested for alcohol-related criminal behavior, often after the damage to his/her life, or other lives, has already been done)[1], and with "appropriate incentive and reward for responsible, lawful behavior by adolescents, and punitive measures" and only high school graduates would be eligible [2] -- and they do not propose a return to the pre-1984 laws, when adults as young as 18 were allowed to drink without limitations and without education about avoiding alcohol problems (see National Minimum Drinking Age Act).
Choose Responsibility also notes that the State of Vermont introduced a bipartisan bill in 2006, to attempt a program of alcohol-education with provisional licensing for 18 to 20 year-olds, but Vermont would lose federal highway funding if the measure were approved.[3] The Amethyst Initiative asks lawmakers "to consider whether the 10% highway fund 'incentive' encourages or inhibits [an informed and dispassionate] debate”[4]
Choose Responsibility also examined many industrialized societies with drinking ages less than 21 but scientifically measured to have more responsible drinking habits than Americans. [5][6]
Choose Responsibility is also preparing an as-yet-unreleased White Paper headed by John M. McCardell Jr., of the Amethyst Initiative's Middlebury College.[7] McCardell has a PhD in history from Harvard, and attended Johns Hopkins and Washington and Lee prior to that; he has raised two adult children; he also received the Allan Nevins Prize from the Society of American Historians[8], and his group compares the results of the illegality of alcohol for adults aged 18 to 21, to the history of the USA's Prohibition and the inability to maintain and enforce a Prohibition.[9] Experts in other disciplinces are also on Choose Responsibility's Board of Directors.[10]"
