Fair use rationale for Image:Chef!.jpeg

Image:Chef!.jpeg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. Better url/entry?

It seems that https://en.wikipedia.org/wiki/Chef! breaks on some sites/in some browsers and winds up pointing to the chef article instead of this one. Perhaps this should be changed to something else to fix this, and if any other wikipedia entries end in a ! or other symbol, it may be good to test for such things. Heck, it was just broken here above when I tried to include the link to the article for this page. . if there is anything that proves that this needs to be done, I think that was just it! Centerone (talk) 01:29, 24 September 2014 (UTC)
