Development of the Article for neutral point of view and non-promotional tone edit

I have started the development and improvements of the article by adding references to documents and information published by sources external to CIAT. I am also re-organising the article into sub-sections. I am a member but not an officer of CIAT. I will try to keep the article neutral, clear of promotional tone and purely informative.
