This organization is described as "a Luxembourg-based public undertaking". What is an "undertaking" ???. A Think Tank? An NGO? A Lobby Group?. I think that line needs a rewrite.--Trounce (talk) 18:16, 14 January 2009 (UTC)Reply

An undertaking is That which is undertaken; any business, work, or project which a person engages in, or attempts to perform; an enterprise (entry 3 of the definition at Wiktionary).
