The eldest of four children, Bruce was born on May 3, 1969 at St. Joseph's Hospital in Stockton, CA to Sarah Reyes, also a Presbyterian minister, and Bill Chow. Bruce's grandparents immigrated from China (Chow) and the Philippines (Reyes) to the United States in the 1940's finally settling in Stockton, CA. He did most of his schooling in Sacramento, CA including Pony Express Elementary, Caroline Wenzel Elementary, John Cabrillo Elementary, Sam Brannan Middle School and The Academy of Math Science and Engineering at Luther Burbank High School. During his teen years he was extremely active in Junior Achievement (1984-1987) and played soprano and mellophone with the Mandarins Drum and Bugle Corps (1983-1987).

After seminary Bruce served as the pastor of Covenant Presbyterian Church in San Francisco from 1995-1999. In 2000 Bruce was called to be an Evangelist by the Presbytery of San Francisco and was deployed to the Mission Bay district of San Francisco to start a new church, Mission Bay Community Church, where he has been the pastor since its founding.

Bruce currently lives in San Francisco, CA with his wife, Robin Pugh, and their three daughters.
