Where Labour have Councillors edit

I am removing this section. Two reasons: it belongs on a page about council elections, and it is difficult to maintain. To contrast, the Barnsley West And Penistone page has a reference to Tory strengths in Penistone, which is verifiable, relevant, and unlikely to go out of date.
