This was an out-of-process move of a long-existing article into draft space. There is consensus against such draftification, as a form of backdoor quasi-deletion. While the details of the rule are still being discussed, the move was out of the process, and the draft is being accepted without any review as to whether it should be in article space, but it was in article space for 14 years and will go back there.
