Question of Montreal

I have a question concerning the levels of governance of Montreal. Going from top-to-bottom, first you have Montreal (Region), and then you have the Urban agglomeration of Montreal, which would usually be a lower level (RCM-equivalent), but in this case is also on the same level as a region. Now, this gets tricky. Is the Montreal Metropolitan Community a level below, or is the MMC also on the same level as the urban agglomeration/regional level? From what I'm reading, it sounds like it's a lower level of government, but actually includes municipalities outside the Urban agglomeration boundaries which are actually in other RCM's, which would seem to make it more important the the Urban agglomeration despite technically being a level of government beneath the Urban agglomeration. What is the difference in the composition of the Montreal Metropolitan Community and the Urban agglomeration of Montreal? Also, which services/competencies are unique to each of these bodies? This sounds like an awful lot of govermnental overlap from the municipal to the regional level. You've got the Montreal City Council at the lower level, then you have the Montreal Metropolitan Community with its own government, then you have the Urban agglomeration/regional council above that, but which actually covers a smaller area than the MMC. No one can answer this? It's seems that Urban agglomerations shouldn't be listed at the local level, rather, they seem to be RCM territorial equivalents as they are composed of local governments. The MCs should probably be listed, but as a special case in the Supralocal category. UAs should be listed as the primary/most frequent RCM equivalents. --Criticalthinker (talk) 09:42, 23 January 2016 (UTC)

The basic building block is the Local municipality (Quebec). Some of the bigger local municipalities are subdivided into boroughs.

Quebec has a multitier system with a layer between the province and the local municipality, typically a regional county municipality, but in the case of Montreal it's instead the Urban agglomeration of Montreal which is run by a council of elected people from constituent parts. See List of regional county municipalities and equivalent territories in Quebec.

The urban agglomeration is also a member, along with many neighbouring municipalities, of the Communauté métropolitaine de Montréal. It is run by a council composed of elected officials from the agglomeration of Montreal, the agglomeration of Longueuil, the city of Laval, and eight other surrounding municipalities. It's been half a decade since I posted most of those questions, but in the interim, I was able to roughly figure out the answers. Though, I'm still unsure of how the CMM and UA interact, or whether they are just parallel to one another. The best I can describe it is that the UA is a TE (territorial equivalent) and simultaneously a Region, and that the CM would be on the same level of administration. What's still confusing is that it seems the responsibilities for the UA and CM seem to overlap so that the UA is basically takes the place of the CM on the island. It also seems that the UA is unnecessarily, administratively, since the CM predates it. --Criticalthinker (talk) 12:09, 24 November 2021 (UTC)
