It appears to be a Ukrainian name, actually. The Russian "analogue" would probably be "Kozhevnikov" or something like that. The pivotal point of the incident is the death of Vadim Pisari isn't it?. It's not clear why some information concerning Vadim Pisari were removed? It's not clear why his name was completely removed from the introduction to the article?
Death of Vadim Pisari is a notable case concerning the human rights in Moldova. Human rights groups accused that a 18-year-old civilian, Vadim Pisari, was killed on 1 January 2012 after being shot in the back by an army officer. Human rights organizations request a transparent investigation, with international involvement, into the circumstances and causes that led to the death of Vadim Pisari. The U.S. Representative to the OSCE, Ian C. Kelly called on both Russian and Moldovan authorities to conduct a thorough investigation. "The Moldovan leadership made it clear that there are no justifications for human losses." "Nothing justifies the death of a person," Moldova Prime Minister Vlad Filat said. 31 members of the Parliamentary Assembly of the Council of Europe signed a declaration stating that "the preliminary investigation proves the Russian peacekeeper had no reason to open fire on the vehicle."

No, the pivotal point is the incident that resulted in the death of a civilian by a Russian peacekeeper. According to Wikipedia rules, the individual participants are not notable because of this one event: See WP:BLP1E.
