I set myself a bit of a project some years ago to research the councillors elected for the BCC historically. Unfortunately I never found the time to complete and am still unlikely to, but I'm happy to share my data (User:Orderinchaos/BCC) in case anyone else can complete it. Generally the Courier Mails in around the election itself give name (with initials only) and party affiliation while the gazettes give full names - the CMs are also useful for identifying opposing candidates, so you can see if the incumbent got defeated or retired (or maybe even slipped out at an earlier by-election).
