Explanation for the need for a separate page edit

I think a separate page is required due to the fact that it is at least part of the Georgian-Ossetian conflict and the Georgian-Russian relations. By putting the section in one of these two articles, it wrongfully gives more importance of the incident to either Ossetia or Russia, which should be avoided.
