Purpose edit
I made this article because of a discussion on Talk:List of early webcomics, where User:84user argued that there should be a mainspace list for webcomics from the late 90s. I can't imagine this working as four separate lists like we have done for 2000 in webcomics (etc), so I decided to put them all together as though they were a distinct period. This isn't entirely accurate, but I think the current format works well if the goal is to list notable webcomics from these years.
