Where does this interface element show up?

Does it appear anywhere in Vector, or only in older skins, or some other specific circumstance? It's not in any of the skin previews...

The version at meta:MediaWiki:Viewtalkpage was deleted in 2007 as "No longer required", but I can't recall why it ever was required! (Nor why it's on my watchlist..) —Quiddity (talk) 21:37, 1 November 2012 (UTC)

On Meta it was deleted by the bot because it was the same as the default. I've documented it at translatewiki:MediaWiki:Viewtalkpage/qqq, see example. --Nemo 08:31, 2 November 2012 (UTC)
