There seems to be two problems with this message:

  • When a non-admin attempts to move a page protected from moves, s/he sees "<a href='/wiki/Wikipedia:This_page_is_protected'>Protected page</a>" instead of the formatted message.
  • The "protected page" page-move error is somewhat ambiguous. It should say something like "This page can only be moved by users with administrator status."

  • I fixed the formatting here. I'm not sure which message is the one you get when you try to move a page that's protected from moves only. If a regular user would care to make such an attempt and copy me the text of the message, I can try and figure it out. (I'm not sure it's distinct from the regular protection message, but we can check.)
