Yoon-jong Choi (Korean: Hangul: 최윤종) is a 30 year old South Korean murder suspect. Referred to by online netizens as the ‘Sillim-dong rapist’ or the ‘Brass Knuckle rapist’ because of the location of, and weapon used in the alleged attack.[1] Choi was arrested on August 19th 2023 for the assault of a now deceased victim in Seoul’s Sillim-dong neighborhood. The victim, a schoolteacher in her 30s, was attacked on August 17th 2023, pronounced dead on August 19th. Following the victim’s passing, Choi’s charges were changed to rape and murder.[2]
The Seoul Metropolitan Police Agency disclosed the identity and personal information of the suspect on Wednesday August 23rd after convening with the Personal Information Disclosure Committee to discuss whether to reveal Choi’s information and identity.
According to South Korean law, the police are able to disclose the identity of a suspect in a criminal case only after the Personal Information Disclosure Committee agrees that it is in the public’s interest to reveal a suspect's personal information including their photo, name and age. However, problems have arisen in the past regarding the lack of regulations on how recent the photo needs to be.
While taking mugshots after arrest has been enforced in South Korea since 2010, these mugshots cannot be revealed without the suspect's consent. Choi's mugshot is now the first to have been released since another murder case in 2021.[3]
