Jose Carlos “Boeing” Loreto Cari (born April 10, 1966) is a Filipino civil engineer and politician. He is the current mayor of Baybay City, Leyte. Boeing is the son of former mayor Carmen L. Cari and engineer Felipe F. Cari.

Boeing graduated from the Mapúa University in 1988 with the degree of Bachelor of Science in Civil Engineering. Since then he has dedicated his life to public service. He served as Representative of the Fifth District of Leyte for three consecutive terms (2010-2019), as Punong Barangay (1994-1998), Sangguniang Bayan Member of Baybay City (1994-1998), and as a three-term Mayor of the same city (1998-2007).

Mayor Cari epitomizes an outstanding public servant who has dedicated his life to serving his constituents. City Mayor Cari himself has made significant contributions to the development of Baybay City. His visionary leadership, unyielding commitment to public service, and passion to better the lives of his constituents, especially the underprivileged communities, have earned him the respect and admiration of Baybayanons.

Education edit

Boeing, who was born in Manila, Philippines, completed his elementary and secondary education at the Lourdes School of Mandaluyong. He graduated with a degree in Bachelor of Science in Civil Engineering from Mapúa University, then known as the Mapúa Institute of Technology, in 1988. In the same year, he passed the Licensure Exam for Civil Engineers by the Professional Regulation Commission.

Baybay City edit

Mayor Cari’s public service started in 1994 when he was elected as the Punong Barangay of Brgy. Candadam Baybay, Leyte. He was further elected as the President of the of Liga ng mga Barangay in Baybay earning him a seat in the Sangguniang Bayan ng Baybay.

He was subsequently elected as the municipal mayor of Baybay for three consecutive terms between 1998-2007. Concurrently, he held positions with the League of Municipalities of the Philippines (LMP). He was president of the Leyte Chapter between 2001-2007 and the National Executive Vice President between 2004-2007.

Congress edit

At the end of his third term as municipal mayor, Boeing ran as representative of the Fifth District of Leyte, won and held the position for three terms attesting to the confidence that his constituents has in his representation of the district in Congress.

He was a member of the 15th, 16th, and 17th Congress of the Philippines.

As a member of the 17th Congress, he advocated the establishment of three more public schools during the 17th Congress, adding to the 12 secondary and 71 elementary schools in Baybay City.

Then Congressman Cari backed the conservation of the “Potpot" as one of the key transportations around the City and of the east coast municipalities of Leyte. Moreover, he filed House Bill 5577, mandating the conservation of Gabaldon Buildings nationwide.

He also sponsored House Bill 201, labeled as “The Cari Act,” providing funds for the Sustainable Coastal Management Developmental Programs of all coastal cities and municipalities and House Bill 6772, which seeks to ensure the preservation and management of protected areas and other bills.

Political Highlights edit

Establishing Climate-Resilient Infrastructures. "1". edit

Mayor Cari fully supports the enhancement of Baybay’s infrastructure, such as roads, bridges, barangay facilities, and other public buildings.  He pushed for the establishment of bantay-dagat outposts to ensure the undisturbed improvement of marine sanctuaries. Other major infrastructure projects include the establishment of the Philippine National Police (PNP) and the Bureau of Fire Protection (BFP) sub-stations in strategic locations around the city, the rehabilitation of the city's terminal and public market, the rehabilitation of the water system in the city, the installation of a water system in areas where access to drinking water has been difficult, and the establishment of multi-purpose buildings in several barangays.

Another project of Mayor Cari is the ongoing construction of additional health facilities.  These include facilities such as the Blood Collecting Unit and the Super Health Center, including the procurement of diagnostic equipment such as MRI and CT Scan now installed at the new Immaculate Conception Hospital (ICH), the establishment of which shall ensure that Baybayons, as well as people from the neighboring towns, will soon have access to adequate primary healthcare services.

Mayor Cari also pushed for the establishment of several recreational parks around the city which has prompted the sprouting of various small food businesses, and the burgeoning number of local tourists, resulting in a thriving economic activity "2"..

Ensuring High-Quality Shelters for Displaced Families edit

Right after Tropical Storm Megi (also known as Tropical Storm Agaton "3".), Mayor Cari reached out to different agencies in an effort of ensuring the rehabilitation and resettlement of the families displaced in the aftermath of the disaster.  Months after the onslaught of  TS Agaton, the city government, with the aid of agencies such as the Office of the Civil Defense (OCD) and the International Organization for Migration (IOM), funded by the United States Agency for International Development (USAID) "4"., was able to provide forty (40) permanent housing units and one hundred fifty-five (155) temporary shelters to the vulnerable households of Barangay Mailhi and Barangay Kantagnos, respectively "5"."6".. Furthermore, to ensure that families currently residing in temporary shelters are not left behind, the City Mayor entered into agreements with private corporations such as San Miguel Corporation for additional permanent housing units on parcels of land purchased by the city government for the purpose.

Advocating for Sustainable Agriculture

As a champion and advocate of the agricultural sector, the implementation of sustainable agrarian programs in upland and rural areas of Baybay City is a top priority.   This led to various programs such as the following:

  1. Climate-Resilient Integrated Crop Management Project (CRICM), where vegetable farmers received training and other tools to ensure their crops will not be susceptible to climate changes "7".
  2. Certification of Good Agricultural Practices (GAP) farms "8". "9". "10".;
  3. Rehabilitation and enhancement of marine sanctuaries "11". "12". "13".;
  4. Creation of tilapia farms in various upland barangays and establishment of tilapia breeding farms "14". "15". "16". "17".; and
  5. Creation of the Root Crop Processing Center to encourage and support the local root crop farmers "18". "19". "20". "21". "22"..

These are but a few of the programs that will help promote food security and ensure sufficient availability of fresh and nutritious food in Baybay City.

Baybay City has always been known as a major producer of copra and its industry is one of the mayor producers of virgin coconut oil.  Copra is a major livelihood for coconut farmers in the city.  In order to guarantee that local “copra” farmers have alternate sources of livelihood, such as root crop farming, Mayor Boeing highly encouraged the development of various high-value food products sourced from the sweet potato crop. This initiative is targeted not only to increase the local crop production to help root crop farmers, but is also aimed to address malnourishment among children aged 0-59 months old. This led to the creation of baby food and milk for lactating mothers made from sweet potato puree. Developing these affordable and nutritious food and milk products has indeed helped to increase the demand for sweet potato as a raw material for these products, and ensuring a steady market for the city's local root crop farmers.

Further, Mayor Cari encouraged the development of various quality food products under the banner of Baybay Delights, Baybay’ City’s very own brand for root crops and jackfruit end-products such as Vaccum-Fried Jackfruit Chips, Kamote Chips, Kamote Ice Cream, and Cassava Chips. This development further led to the conception Baybay City Food Tour Package where tourists can visit and explore Baybay City’s food processing centers such as the Rootcrop Processing Center, and the Jackfruit Processing Center.

Mayor Cari's support for the agriculture sector has significantly impacted the community.  It helped create jobs and improve the livelihood of local farmers, who are often among the most vulnerable members of society. His utmost support paved the way for inclusive development in rural areas, most notably the upland and far-flung barangays, which should be addressed in the development process.

Preserving Cultural Heritage Sites, Supporting the Arts, and Strengthening the Local Tourism Industry edit

To further strengthen and promote the city's local tourism, aside from establishing recreational parks and preserving natural sites, Mayor Cari has also consistently advocated the preservation of cultural heritage sites in the city. The Local Government Unit is working hand in hand with the Diocese of Maasin and the University of Santo Tomas to restore and preserve the Church of San Isidro Labrador, built between 1634-1650, and the 18th century Immaculate Conception Parish Church of Baybay City.  These efforts of the city government are reflected in the rising demand for pilgrimage tours from local and foreign tourists alike.

In 2022, the first School for the Arts in Region 8 was established in Baybay City. This special program is the brainchild of the City Mayor himself, in partnership with the Visayas State University (VSU) and the Department of Education (DepEd). Mayor Cari wanted to provide a space for Baybayanons of all ages to hone their talents and skills, whether it be in visual arts or music, or even dance. The objective is for the city to produce world-class artists and talents who will represent Baybay City in numerous art shows and competitions.

Mayor Cari’s many visions for the city are gradually coming to fruition.  His utmost support towards strengthening the local tourism industry is rooted in his goals of not only promoting the city as an attractive tourist destination, but also in bringing significant economic benefits and creating livelihoods for the locals. Various tourism infrastructures have been built, such as pasalubong centers, recreational parks, and shrines, and these have been improved over the years to ensure the industry’s sustainability for the benefit of tourists and most especially of Baybayanons.

Mayor Boeing’s Leadership edit

Throughout his time as the City Mayor of Baybay, Mayor Boeing has always shown a hands-on approach to governance, which involves being actively involved in the day-to-day operations of the city.  He is often seen personally inspecting finished and on-going projects, visiting different barangays, listening to the concerns of residents, and implementing solutions to their problems. His leadership style has earned him the respect and admiration of his constituents, who view him as a caring and dedicated public servant.

Mayor Cari's leadership style has always encouraged inclusivity. He believes that everyone has a role to play in the development of the city and that everyone's voice should be heard. He has implemented various programs involving different societal sectors, such as the youth, women, and senior citizens. He believes that involving different sectors can make the city's development more inclusive and sustainable.

Mayor Boeing’s brand of leadership, his far-reaching vision for the city, and his passion to better the lives of his constituents, is undoubtedly the engine that drives the progress and development of Baybay City.
