Article naming convention edit

Browsing this list and writing articles of streams in Bucks County, noted that most articles where the stream name occurs multiple times, the article name includes the destination stream name (i.e. Alloway Creek (Monocacy River)), and some include the political subdivision (Cabin Run, Columbia County, Pennsylvania). Which would be a better convention, by stream flow or by political subdivision. Also, should articles by named with commas or with parenthesis? I would like to be consistant and correct.
