Although I am not an active Wikipedia Editor, I have taken it upon myself to dramatically improve this page as part of a Graduate Policy Analysis Class at Western Carolina University. If you have any changes or edits you feel that you should make, please make them if they are minor. If they are larger, then please post your comments and feedback here. Thanks! Good job, there is obviously a bit more work to be done for future editors, but this is quite well done. I believe it is of a C-class rating as it currently sits. Keep up the good work, and I hope more editors expand this article in the future.Kayz911 (talk) 16:53, 23 April 2012 (UTC)Reply

Quality of Article

edit

This article needs more specific references. At least one reference may be a fiction. The specific NC statute or web site of the NC Council of Governments should be used. Links should not be put in section headings. Perhaps, a table should be used instead. It is not a C class article. Start class at best.
