Tshibaka vs. Murkowski favoring

Because of the Republican vs. Republican nature of this race, a lot of firms have started saying which Republican they expect to win in addition to the race being Solid R. Specifically for 538, do we have a standardized system for what percentage chances of victory to consider "favored?" After the most recent set of polls came out, their rating for the race changed to giving Tshibaka a 53% chance of winning and Murkowski a 47% chance, which would be considered a Tossup in any D vs R race.
