Inappropriate move? edit

Is it possible that this move was inappropriate? There was already a recent nomination that was opposed, yet a user who has since been blocked for POV editing persisted with making the same nomination. I didn't want to move it back to the previous title myself and I also didn't want to open another discussion since other users have fatigue from Venezuela-related discussions (probably why they didn't participate in the first place), so what is the best way forward? This is not grave dancing; requesting a move shortly after it was already opposed (especially when the community is busy discussing something else) is plainly disruptive. NoonIcarus has engaged in move warring before and more details on similar behavior are provided here.
