adding {{commonscat}} at he.wiki

Hello,

When adding this template:

A. Check if there is already a link to commons. It doesn't have to be in {{commonscat}}, sometimes we're using {{commonscatinline}} (called "ויקישיתוף בשורה", and can be identified by the small commons icon at the beginning of the line).
B. Use subst as followed: {{subst:commonscat|category name}}. It helps us by automatically changing the syntax into the Hebrew template.
C. Place the link in the External Link section (called "קישורים חיצוניים"). This section isn't necessarily the last one in the article (usually saved for the references section).
