Jean-Philibert Mabaya Gizi Amine is a Congolese politician. He was born in MASIMANIMBA in the Kwilu Province of the Democratic republic of Congo, on September 6th 1949. He attended the Institute Madai in his hometown where he obtained his primary school certificate in 1962, two years after the country's independence.

In 1969, he graduated from Saint Francis Xavier College High school in Kikwit, with a diploma in Sciences and Math-Physics. He began his graduate studies in 1969 at the Polytechnic Faculty of the University of Kinshasa, formally known as Lovanium. The young Mabaya graduated in 1975 with a Degree in Civil engineering and construction. Between 1975 and 1985, he has successively served as IT Manager, Head of Civil Engineering Studies and Civil Engineering Department Director. In 1986, he was appointed Head of Department at ONATRA, currently known as the Congolese Company for Transport and Ports. He served for more than a decade in this capacity, before being promoted Chief Technical Officer of ONATRA. His leadership skills and management style got him noticed in 1999 by then President of the DRC Republic,Laurent-Désiré_Kabila who nominated him after a National Contest, Chief Executive Office and Managing Director of ONATRA. He also served in this capacity as the Charmain of the National Association of Portfolio Companies (cfr. ANEP).

From 2002 to 2006, he served as Chief Counsel to the ONATRA General Management. Jean-Philibert Mabaya was elected Senator in 2006, representing in this capacity the Kwilu Province. Once again, his flair and political skills propelled him to become the first elected Quaestor in the Senate of the DRC. Senator MABAYA is also a High ranking member of the Committee on Economic and Financial Affairs and Good Governance. As a Senator, Jean-Philibert Mabaya holds the Chairmanship the ACP-EU National Group.

In 2006, he co-founded the CDC Party (Convention of Christian Democrats) and became after an unanimous vote the Vice-President of the Party. Last April 20th 2018, he forged an Alliance with others parties from the Republican Front to form what it's called ARC-EN-CIEL of Congo, which is a political platform composed of 6 Political parties from the Opposition. They all share the desire to make a real change in the management of the public affairs in DRC, they pledge to fight corruption and restore the dignity of the Congolese people. He often likes to visit his District and exchange with his constituents on divers matters. He chose to speak for the voiceless, when he visited a prison[[1]] in the Kwilu province.

The ARC-EN-CIEL (Rainbow for DRC) demands the full and immediate implementation of the resolutions of the New Year's Eve agreement, including the restructuring of the CENI, the CSAC and the reopening of the political space. According to Jean-Philibert Mabaya "The elections must be organized in a peaceful atmosphere". He believes one who wants to truly engage in politics must first and foremost get ready to serve always.

However, ARC-EN-CIEL of CONGO remains opened to all other political parties, personalities and associations with the same ideals.

Many among the political circles of Kinshasa view Mabaya as a wise intellectual, reserved statesman whose integrity, makes him a trustful long shot candidate for the Presidency.

He declared his candidacy as President of the Democratic Republic of Congo[[2]] on August 8, 2018. He runs for office in order to restore some dignity for the Congolese people. He is currently the number 23rd candidate of the CENI Listing.
