3.1 Definitions
bit field record: a record whose sub-field structure is defined by explicit bit numbering. For example a 16-bit record consisting of 3 fields defined as bits 0-2, bits 3-7, and bits 8-15. Bit field records can be 8, 16, 32, or 64 bits in total length, although specialized protocols embedded in DIS PDUs (e.g. data link radios) can retain their standard structure with any bit length.
6.1.2 Octet Ordering, proposed change to last paragraph
Similarly, whenever a multi-octet field represents a single numeric quantity or is a bit field record, then the leftmost bit of the entire multi-octet field shall be the most significant bit. When a multi-octet quantity is transmitted, the most significant octet (the one containing the most significant bit) shall be transmitted first. Multi-octet fields shall be 16, 32, or 64 bits in length.
