New templateEdit

Started this template in response to seeing soft redirects to wikiquote such as List of Bhutanese proverbs that could be better formatted, such as in the way Wiktionary redirects are. I copied and modified the code from {{wi}} and will upgrade all soft redirects to wikiquote to use this template. -- œ ^™ 03:21, 22 July 2011 (UTC)
