Use post_ref for Postmile column edit

I am simplifying this template by removing the use of |mile=yes for enabling the mi/km columns. Instead, mi/km columns are now the default; if the Postmile column is to be used, set |post_ref= to a nonempty value. The rationale for this is that postmiles are supposed to be referenced anyway, killing two birds with one stone. In case of missing references, the Postmile column should be tagged with |post_ref={{citation needed}}. I have gone over all articles transcluding this template and ensured that all Postmile columns have |post_ref= defined, and will remove uses of |mile=yes shortly.
