Article is new enough, long enough, is neutral, cites sources, and is free of copyright violations or plagiarism as far as can be checked. Hook is properly formatted, interesting, is neutral, does not concern a living person, and is supported by inline citation (accepted in good faith and confirmed by other sources I found in snippet or other form online; Tritle certainly was concerned with problem and his actions are cited in many sources). Although this is about the lawlessness of the "cowboys", hook may work better as is and without that additional information. QPQ is done. No image. Good to go.
